METHOD:
On Working Desktop PC:
Download torrent files to your desktop computer
OS_X_10.8.4.tbi (15GB) is quite large. It may take a few days of effort!
Create IFL boot CD NOT DVD from iflnew.iso
IFL is created by Terabyte Inc:

Set system date to any day in April, 2016. If current month and year is April, 2016 then skip this step

Attach target hard disk to desktop PC, minimum 120GB
Boot from IFL boot CD to restore image of OS X 10.8.4 onto target hard disk

If your target hard disk is greater than 120GB then:
restore OS_X_10.8.4.tbi to 2 hard disks.
Remove internal hard disk of Mac PC
Connect one hard disk to Mac PC internally
Connect other hard disk to Mac PC externally (target hard disk larger than 120GB)
Use iPartition to resize partitions of target hard disk
Place target hard disk into any Mac PC capable of running OS X 10.8.4.
OS X 10.8.4. will install all drivers in any Mac PC manufactured before July 2013.
In the future, all you need do is update the browsers, Adobe Flash, antivirus and adblockplus.org
Don't update OS X 10.8.4!
Using IFL boot CD, You can create a backup image of the OSX_10.8.4 parttion and paste it to DATA
Whenever needed you can restore your OS X 10.8.4.

Put Rescue Mac CD into CDROM
Utilities > Terminal
sudo date mmddHHMMyy
Copy and paste into terminal:
sudo date 0401000116
Hit enter key
where 0401 is April 01
And 0001 is one minute past midnight. Don't bother changing the time
Finally 16 means 2016.
Translation:
April 01 @ one minute past midnight, 2016

Hold down options key
Select Windows image of Rescue Mac CD
Hit Enter Key

Restore image
Select source partition where image is downloaded
Browse and Select OS_X_10.8.4.tbi
Select target hard disk. All partitions on target will be erased.
Paste image
When Operation has completed successfully,
Power off Mac PC
Place target hard disk into any Mac PC capable of running OS X 10.8.4.

Select target partition where OS X is located: OS X 10.8.4
Paste image
When Operation has completed successfully,
Power off Mac PC
Power on Mac PC

RESULTS:
OS X 10.8.4 runs really fast and is very stable
There were file system errors on the DATA partition.
Chkdsk DATA: /f in command prompt repaired the DATA partition of the target hard disk connected to my desktop PC running Windows 7
Where DATA: is the drive letter assigned to the DATA partition by Windows.
Deleted contents of EDUCATION folder on data partition
I also ran Diskeeper Pro to defrag the DATA partition:

I don't own a single Apple product.
Mac Air's single USB port was split into 4 via powered USB hub.
On Windows PC:
Deployed image of OS x to 2 hard disks
On Mac PC:
Booted OS X from customer's internal hard disk
Copied Customer's data, approx 10gb, to flash drive,
Disconnected interal hard disk of Mac PC
Connected 2 hardisks to Mac PC via usb.
Used iPartition to resize the partitions of the other hard disk not running OS X
OS X partition was resized to a smaller size from 67GB to 49GB.
DATA partition was resized to a smaller size from 72GB to 50GB.
Lost write permission to NTFS DATA partition.
On Windows PC, Used Aomei Partition Assistant Professional Edition to change DATA partition to Fat32:

Recreated alias shortcuts for STUFF.
Cmd + I on OS X 10.8.4 partition shows about 26GB free of 49GB total
Cmd + I on DATA partition shows about 26GB free of 51GB total with 12GB free space.
Mac would NOT boot OS X on any hard disk attached via USB without first disconnecting internal hard disk.
I could not attach the SSD drive via USB to resize the DATA partition.
To do that would require a LIF to SATA adapter cable available from Amazon:

Lost USB support, Got it back after first doing a reset of PRAM then of SMC:
Pram Reset Procedure:
Shutdown your MacBook Air / MacBook Pro
Hold down Option, Command, P and R keys simultaneously after pressing power on switch, before the chime sounds
Keep holding untill Mac PC Chimes 2 or 3 times
SMC Reset Procedure:
Shutdown your MacBook Air / MacBook Pro
Connect the power adapter to the Mac
Hold down the Shift + Control + Option keys and the Power button at the same time
Release all keys and the power button at the same time
The little light on the MagSafe adapter may change colors briefly to indicate the SMC has reset
Repeatedly gained and lost USB support:
Solution was to remove all external power sources to USB hub except USB from MacBook Air.
Apple safety feature that automatically disables USB port upon detecting power surge.
Copied entire 128GB SSD to 160GB hard disk
On Windows PC:
Used IFL Boot CD to Image entire 160GB hard disk, my repaired and updated image for OS X 10.8.4
On Mac PC:
Imaged MacBook Air OS X partition, created Backup1.tbi, 15GB, on DATA partition.
DISCUSSION:
Booting to recovery partition may not work. This has not been tested.
Simply entering in terminal the command to change date will suffice:
sudo date 0401000116
Updated image of OS X 10.8.4 was deployed sucessfully on a more recent model Mac.
This Mac had 250GB hard disk. I used ipartition to resize DATA partition.
iPartition can resize both DATA and OS X partitions simultaneously:

Google chrome complained updates are no longer supported on OS X 10.8.
However, latest version of Chrome, 50, was downloaded, installed and ran on OS X 10.8.4.
OS X 10.8.4 is barely 4 years old, June 2013. Already Apple has dropped support for it.

For future rescue, customer's system date must first be set to same month and year when the backup image was created.
This can be done via date command in Terminal:
sudo date mmddHHMMyy
mm = 2 digit month, dd = 2 digit year, HH = 2 digit hour, MM = 2 digit minute, yy = 2 digit year

For deployment of OS X image, working system date must be set to same month and year when the OS X image was created.
On my Windows desktop PC I set the date in BIOS or in Windows.
Furthermore, the same version of IFL that created the image must be used to deploy or rescue OS X.
Data on Fat32 partitions are more easily corrupted by improper shutdown of OS.
Data on Fat32 partitions are more easily fragmented by copy and delete operations.
Furthermore, max file size for Fat32 is 4 GB. Max size of Fat32 partition is 2 TB.
Changing the DATA partition to Fat32 was a quick fix of my original image of OS X 10.8.4.
Somehow the DATA partition had become corrupted and I lost permission to write to it, could only read from it.
