To force a file to be downloaded, via the Save As browser feature, 
you can simply set a MIME type to application/octet-stream 
and that immediately prompts you for the download. 

To do this you need to edit htaccess of your host.  Browse to root folder
then enter the file type extensions you want to appply mime type to.

Enter the mime type, application/octet-stream

To apply the mime tyype, save the changes.

Now the file will download when you click on it's hyperlink.
