For Dialup OR Highspeed 

Cannot Create Network Socket Error of Netscape 4.08

If your modem connects but Internet Explorer says page cannot display

There is a Light on your Network Card. 

And reseting the highspeed modem does not work

System Restore Does NOT Work:

Start -> Run -> Regedit
+ H_Key_Local _Machine
+ Sysytem
+ Current Control Set
+ Services
Delete Winsock2 Folder
Registry -> Exit

Start -> Settings -> Control Panel -> Add/Remove Programs -> Windows Setup -> Communications

Unselect All in Communications -> Apply

Do Not Restart

Start -> Settings -> Control Panel -> Network

Remove All Drivers -> Apply

Do Not Restart

Start -> Settings -> Control Panel -> Add/Remove Programs -> Windows Setup -> Communications

Sellect All in Communications -> Apply -> Wait for prompts -> Click OK

Restart the Computer

For Most Standalone Applications Your Networking need contain only:
client for MS Networks, Dialup adapter, TCP/IP-Dialup adapter,
If you have a NIC: a Network adapter, TCP/IP-Network adapter 

Primary logon should be windows logon

Restart Computer. Press F8 Key repeatedly to get boot options Menu
Select safe mode

start -> run msconfig -> system restore

Choose the most recent restore point when computer was working:
