For Win95/98/ME:

Windows Starts in Safe Mode

Go into device manager and remove following duplicated devices:
CDROM, Display, Monitor, Mouse, Keyboard.

If device is duplicated then Remove all such devices as above

Right click my computer >properties >device managaer
> click + to expand group

Use Arrow key to select device

press delete key to remove selected duplicated devices >OK

Restart PC.  The registry will heal from it's malady!  
Windows should start normally now!

And make sure there is proper contact with the clip and cmos battery
Replace CMOS battery if necessary.
